this problem may occur after a fresh install of Windows from Microsoft rather than your computer manufacturer's recovery media. Although most device drivers will be automatically installed when using a Microsoft download of Windows 10/11 your fingerprint scanner may need your computer's chipset firmware to be reinstalled from your computer manufacturer's webpage for your specific computer. That's what worked for me. None of the other tips I found on YouTube or elsewhere online worked. Then I went to HP's webpage for my laptop (HP Spectre) and under Driver-Chipset I downloaded and installed "Intel Serial IO Driver" and immediately my fingerprint scanner worked. And I was able to do Fingerprint Setup under Sign-in options. So if you recently reinstalled Windows from Microsoft be sure to update your chipset firmware for your computer. And then your fingerprint scanner should work. Check all the devices under "Other devices" in Device Manager. Try to get rid of all the yellow exclamation marks and Unknown devices. To do that, update all your computer's chipset firmware. If working, your fingerprint scanner driver should be listed under Biometric devices in Device Manager, the third category from the top.
